To bring the Amrit Prayas strategy to life, we are executing targeted initiatives under each of the six pillars of growth. These initiatives span agriculture, manufacturing, services, and technology — and are designed to create jobs, attract investment, and build long-term local capacity. Each initiative is a stepping stone in Deoria’s transformation, developed with a clear focus on feasibility, scale, and inclusive impact.

3.Labour-Intensive Manufacturing

Currently, manufacturing contributes only ~ 5% of the Gross Value Addition of the region. With a large young workforce, Deoria is well-placed to attract small and medium-scale industries in textiles, non-leather footwear, and other products. Labour-intensive manufacturing generates large-scale employment and provides a pathway to transition into stable, non-farm livelihoods. These industries will produce goods that meet the needs of regional
markets, and depending on their characteristics and demand, also reach national and even international markets.

Deoria constituency’s rich religious significance is little known, and its heritage, culture, and natural assets remain  underutilized. Kushinagar District was the last resting place of the Buddha and Deoria District has temples and  religious sites important to Jains, Buddhists, and others. Developing the tourism sector can attract visitors,  investments, and confidence to the region, creating jobs and new engines of growth.  Education and healthcare, especially through private partnerships, improve quality of life and strengthen human  capacity in the region. Advancing these sectors will help Deoria meet national standards of quality and access, while  also serving as a foundation for growth in all other sectors by enabling a healthier,

more skilled workforce.

5. Overseas Employment and ITO/BPO/GCC

Deoria’s youth are aspirational, but many migrate to low-skilled jobs or are under-prepared, limiting their income potential. By building structured skilling pipelines for overseas work the constituency’s people can integrate into global value chains through high-skilled, well-paying employment.Digital jobs such as ITOs, BPOs, and GCCs can enable Deoria to tap into the growing tech economy by leveraging multi-level skills, and delivering services in local languages. The flexibility of the industry, allowing work from anywhere, creates immediate employment opportunities while building a skilled workforce that can support higher-value technology industries. Over time, this can position Deoria as an attractive destination for advanced tech services and global digital investments.

India’s growing strategic industries offer an opportunity for districts like Deoria to plug into national priorities. Developing clusters in defence manufacturing, electronics, and renewable energy can position Deoria as a contributor to India’s self-reliance while diversifying its economic base towards future-ready sectors.

6. Defence, Electronics, and Energy Clusters

Why each Pillar?

The pillars for Amrit Prayas were identified through extensive primary and secondary research. We analyzed four key
lenses to shape the strategy: local strengths, opportunities for entrepreneur-led initiatives, areas that can be women
centric, and approaches that ensure an environmentally sustainable implementation.

1. High-Value Agriculture

Over 60% of Deoria’s labour force is in agriculture. The district has fertile land and a strong agrarian base. A major  proportion of the farming is in traditional crops as wheat and rice, at relatively low productivity and there are  insufficient market linkages. By moving towards high-value crops using practical approaches, we can significantlyincrease productivity, improve resilience, and raise farm incomes in a sustainable way.

2. Agro-Processing

Given the agrarian nature of the region, raw material for agro-processing units is widely available. Agro-processing  clusters will convert raw produce into higher-value goods, create local enterprises and jobs, increase earningpotential of local farmers, and establish stronger connections to national and international markets. It will alsopresents as a logical first step toward cultivating a manufacturing ecosystem in Deoria.
